Service & Improvement Plan — Summary
The Central Laredo Municipal Management District (BID) exists to champion a safe, clean, and economically vibrant Downtown Laredo. Over the next decade, the BID will focus on high-impact, street-level work and coordinated advocacy to make downtown a great place to live, work, shop, and visit.
What we’ll deliver
Clean & Safe Streets (CLASS): regular power-washing and litter removal, graffiti abatement, supplemental security, brighter lighting, and upkeep of streetscape projects (including TIRZ #1 improvements).
Parking & Access: clearer wayfinding and signage, shared/after-hours parking options, and exploration of trolley or micro-shuttle connections.
Business & Economic Development: retention and attraction efforts, targeted incentives in partnership with city/county, and district marketing.
Liaison & Advocacy: hands-on coordination with City of Laredo, Webb County, utilities, and public safety to streamline fixes and improvements.
District Identity & Communications: a public website, newsletters, and a centralized hub for downtown information and events.
How it’s funded & governed
The plan is primarily funded through a commercial property assessment of up to $0.20 per $100 of taxable value (residential, government, and 501(c)(3) properties are excluded), complemented by grants, public-private partnerships, and donations. Budgets prioritize Direct Services (~75%)—with most dollars going to CLASS—plus District Identity (~5%) and Administration (~20%). The Board sets and reviews the budget annually to match evolving needs.
A living plan—community-driven updates
This is a living document. Each year the Board re-evaluates priorities, and the service plan can be updated with community input. Property owners, businesses, and residents are encouraged to propose changes and new projects at any time.
